multipath-tools upstream does not provide a stable ABI for
libmultipath and libmpathutil. See this upstream discussion:
https://github.com/opensvc/multipath-tools/issues/118
To quote that discussion:
> libmultipath and libmpathutil, on the other hand, should never be used by
> external programs. They are free to change as they need to. There's even no
> guarantee that we won't decide to stop building them as shared libraries at
> all, and just compile them as static libraries to be included directly into
> the tools.
libmultipath-dev is thus provided only to allow linking to libmpathcmd,
libmpathpersist and libmpathvalid. All other uses are invalid, and any
breakage must fall on users of this package.
