File A is $UpCase, the list of upper case characters for each Unicode 
character. This is important for collating. If upcasing is done in the
wrong way (e.g. based on the wrong algorithm or character set), it might
impossible to find a file at the place where it was stored.
The file contains the upcase letter for letter i at the position 2*i.
