offlineimap3 for Debian

offlineimap3 has added the feature to use keyring and has enabled by default.
Users who do not use keyring are now getting prompted for keyring and they
are not getting the password prompt.
So, keyring feature is now disabled by default in Debian. If any user wants to
use keyring, they will need to add "ignore-keyring = False" in [general] of
their .offlineimaprc file.
