Atheros Powerline Toolkit for Debian

Powerline toolkit commands which access the Atheros chipsets by sending custom
ethernet frames require permissions to open raw sockets. This can be achieved by
running the command as root or by enabling cap_net_raw. For example:

 $ sudo setcap cap_net_raw=eip /path/to/binary
