The source is retrieved from 
http://sourceforge.net/projects/partclone with uscan (see debian/watch)

Modifications are managed by quilt, see /usr/share/doc/quilt/README.source

During the compilation, the file fail-mbr/fail-mbr.bin is compiled only if
the architecture is amd64 or i386. If that compilation fails, that means that
the upstream file fail-mbr/fail-mbr.bin.orig has been significantly altered.
For other architectures, the build will not be done, and an always
successful copy is made to get fail-mbr/fail-mbr.bin
