Creates a new arc object on target layer.
<p>
The first argument is the usual optional "noundo". Then come the mandatory
data and layer arguments for addressing the target layer. Coordinates
of center and radii follow. Angles are specified in decimal degrees.
Finally thickness, clearance coordinates and symbolic
flag names passed as a string of comma separated list (can be empty).
