Creates a new text object on target layer.
<p>
The first argument is the usual optional "noundo". Then come the mandatory
data and layer arguments for addressing the target layer. Font ID is an integer,
use 0 for default. Placement coordinates x, y follow. Rot is an angle in
degrees. Scale is an integer in percentage (100 being normal sized text).
Finally thickness, clearance coordinates, text string and symbolic
flag names passed as a string of comma separated list (can be empty).
