News Peruser for Debian

Don't let the version of this package fool you, it means 4.0 beta XX,
and it is in this form just because I couldn't find any more logical
way to represent it to dpkg as 'less than 4.0, but still 4.0' :)

The package doesn't contain actual *binary* called `peruser', instead
it consists of several small parts with `npcollections' as the one that
should be started first, and thus a symlink is made to it: peruser ->
npcollections.
