If 'na' is <A HREF="../Sys/PETSC_DECIDE.html#PETSC_DECIDE">PETSC_DECIDE</A> or 'a' is <A HREF="../Sys/PETSC_NULL.html#PETSC_NULL">PETSC_NULL</A>, then a default array of
length 1000 is allocated.
