and MATMPICSRPERM otherwise.  As a result, for single process communicators,
MatSeqCSRPERMSetPreallocation is supported, and similarly MatMPICSRPERMSetPreallocation is supported
for communicators controlling multiple processes.  It is recommended that you call both of
the above preallocation routines for simplicity.
