Like <A HREF="../DMPLEX/DMPlexGetConeRecursive.html#DMPlexGetConeRecursive">DMPlexGetConeRecursive</A> but returns only the 0-depth <A HREF="../IS/IS.html#IS">IS</A> (i.e. vertices only) and no sections.
There is no corresponding Restore function, just call <A HREF="../IS/ISDestroy.html#ISDestroy">ISDestroy</A>() on the returned <A HREF="../IS/IS.html#IS">IS</A> to deallocate.
