If one processor calls this with n or N of <A HREF="../Sys/PETSC_DECIDE.html#PETSC_DECIDE">PETSC_DECIDE</A> then all processors
must. Otherwise, an error is thrown in debug mode while the program will hang
in optimized (i.e. configured --with-debugging=0) mode.
