stagetime - time of the simulation
Y - state vector to check.

accept - Set to <A HREF="../Sys/PETSC_FALSE.html#PETSC_FALSE">PETSC_FALSE</A> if the current state vector is valid.

This function should be used to ensure the state is in a valid part of the space.
