Creates an empty vector object. The type can then be set with <A HREF="../Vec/VecSetType.html#VecSetType">VecSetType</A>(), or <A HREF="../Vec/VecSetFromOptions.html#VecSetFromOptions">VecSetFromOptions</A>().
