In order to use FTP functions with your PHP configuration, you should

installing PHP.

In Autotools, the FTP SSL support is enabled implicitly when building together
with the <literal>openssl</literal> extension using the
<option role="configure">--with-openssl</option> configure option. When
building without <literal>openssl</literal> extension, the
<option role="configure">--with-ftp-ssl</option> Autotools configure option
can be used to enable the FTP SSL support explicitly.

On Windows this extension is always built as shared extension
and as such has to be enabled in &php.ini;.
