<p>A StreamConverter converts streams from one encoding (inEncoding) into another (outEncoding). If a character cannot be represented in outEncoding, defaultChar is used instead. If a byte sequence is not valid in inEncoding, defaultChar is used instead and the encoding error count is incremented. </p>
