poke for Debian

A few notes about this package:

- It currently uses a bundled version of the jitter library, which is
  not packaged for Debian (yet).  Fortunately, we don't need to
  install it, so the build can be made in a relatively clean way.
  Upstream already told me that they plan to do a proper release of
  jitter for version 2.0 of poke, which should solve this issue.
