SYNTAX: PORK::report_idle(boolean, [account])
	Control whether idle time is reported for an account.

INPUT PARAMETERS
	boolean: 1 to enable reporting idle time, 0 to disable it.
	account: The account for which to enable or disable reporting idle time.

RETURN VALUE
	Returns 0 on success and -1 on failure.
