The libpq3 package supplies the essential library (libpq) needed to
enable a front-end routine to communicate with the PostgreSQL backend.

Postgresql include files and libpq static libraries are part of the
postgresql-dev package.

For fuller information, install postgresql-doc and refer to the
documentation in /usr/share/doc/postgresql-doc.
