_Description: Should your missing postgresql.env configuration file be restored?
 postgresql-client needs the configuration file
 /etc/postgresql/postgresql.env to exist in order for this package, and
 PostgreSQL, to work correctly.
 .
 Since it is a configuration file, Debian policy insists that any changes
 made to it by users, including deletion, must be preserved unless the user
 allows it to be altered.  If postgresql.env is not restored, package
 installation will fail, because without it, the package cannot work.
