    Fix sporadic test failure
    
    One of the tests in test_pstreams.cc assumes that two adjacent 'date'
    commands will produce the same output, but that's not true if the clock
    happens to tick to a new second between the commands. This is very
    unlikely to happen when run interactively, but is more likely on CI
    systems that are slow, heavily loaded, shared by many processes, or all
    of the above. Change the test to allow one second differences, but also
    print out the times so that the logs will show why it failed if for some
    reason the process stalls for more than a second.

    The current makefile mixes the actions of "all", "check" and "clean" in
    ways that violate my expectations. The attached patch fixes the
    following problems:
    
    1. "make ; make" no longer builds the test programs twice
    
    2. -Werror is no longer the default build: you have to ask for it with
       "make check-werror"
    
    3. redundant targets are collected together

    read from the pipes after the child has exited.  Previously, sending peof
    could reap a zombie child and discard any unread data in the read buffers
    and/or pipes. Now the child is still reaped but the unread data is still
    available (bug 1163001).  Clarify docs for wait() and exited().
