This doc is not built by debian/rules, because this would require
shipping the python documentation building tools in the package since
they are not provided by any Debian package. This means that whenever
the documentation is updated in the upstream package, it is necessary
to rebuild the documentation manually and to place it in the
debian/Documentation directory.
