* Makefile, build-publicfile, publicfile-installer.1: no longer ship
install-publicfile. Installing publicfile is (optionally) performed by
build-publicfile now. We use sudo(8) to get root access. We no longer use
/tmp. This fixes a local privilage escalation security hole due to insecure
use of /tmp. Thanks Justin B Rye for reporting and suggesting a fix. See
also https://bugs.debian.org/795062 .
