We prefix this package with "python-" to reflect that this is a python

We need to remove all files under the UN_CEFACT and OASIS license.
"this document itself may not be modified in any way"
does not look like a DFSG compatible term in the license.
Those files are re-generated by two python scripts in debian subdirectory.
* generate_4217_xsd.py
* generate_SI_unit.py
And we needs to add an extra Build-Depends to iso-codes because it will use
the data inside that package.
