python-signxml for Debian

The upstream contains a file from RFC-3161. And it is not modifiable. Thus
we need to repack the source tarball to remove that file. Instead we have
a fake rfc3161.txt put in debian/for-test for the testing purpose. It
will be copied to test/ sub-directory when building. And will be removed
after clean.
