python-txi2p-tahoe for Debian

txi2p-tahoe is Python 3-compatible fork of txi2p, created by the developers of
tahoe-lafs to make tahoe-lafs usable with Python 3. Both txi2p and txi2p-tahoe
use the same Python module name, thus while the original txi2p is not in
Debian, txi2p-tahoe takes up this module. Developers of tahoe-lafs and
txi2p-tahoe see txi2p-tahoe as a temporary fork, thus when txi2p enters Debian
it will be able to take back python3-txi2p binary package name.
