I found the problem with the Windows 3.1 version of the
Netscape plugin DLL.  It had to do with DS!=SS in the
DLL.  Another reason to hate segmented architecture.

So the Win3.1 version works now.  Get a copy from
ftp.interet.com, www.python.org, etc.
