Introducing voxlets....

Starting with release 4.1.7, rat supports playout of voxlets - audio clips
played back to the local user (only) in response to the
	tool.rat.voxlet.play(filename)
mbus message. This allows, for example, the balloon help system to trigger
audible help messages.

When the media engine receive the command to play a voxlet, it searches in
the directory specified by the VOXLETDIR environment variable, and plays the
file with the given name, if found. If the VOXLETDIR variable is not set,
the directory /usr/local/share/voxlets is searched (on windows, \voxlets).

The following filenames are used in the balloon help system:
