saydate for Debian

I modified the original Makefile for debianization.
Since the original manpages were not gzipped with
maximum compression, the resulting lintian error made
it necessary to modify the original source-package by
unpacking the tarball, recompressing the manpages, and
again making a tarball saydate-0.3.0.tar.gz. I also
adjusted the name of the unpacked program directory
of this tarball from saydate to saydate-0.3.0. This
modified tarball was used as base for debianization.
Several changes in the upstream sources of
saydate-0.3.0 were stipulated by the first unofficial
Debian package of saydate-0.2.1.
