.SH DESCRIPTION
returns the Toeplitz  matrix 
whose first  row is \fVr\fR and first column is  \fVc\fR.
\fVc(1)\fR  must be equal to \fVr(1)\fR.  \fVtoeplitz(c)\fR returns the
symmetric Toeplitz matrix.
