evaluates the polynomial or rational 
matrix \fVP = P(s)\fR when the variable \fVs\fR of the 
polynomial is replaced by \fVx\fR:

Example (Bilinear transform): Assume \fVP = P(s)\fR is 
a rational matrix  then the rational matrix 
\fVP((1+s)/(1-s))\fR is obtained by \fVhorner(P,(1+s)/(1-s))\fR.

To evaluate a rational matrix at given frequencies use 
preferably the \fVfreq\fR primitive.
