Element-wise euclidan division of the polynomial matrix \fVP1\fR
by the polynomial \fVP2\fR or by the polynomial matrix \fVP2\fR.
\fVRij\fR is the matrix of remainders, \fVQij\fR is the matrix
of quotients and \fVP1ij = Qij*P2 + Qij\fR or \fVP1ij = Qij*P2ij + Qij\fR.
