\fV[n,[U]]=unobs(A,C,[tol])\fR gives the unobservable form of an \fV(A,C)\fR 
pair.
The \fVn\fR first columns of \fVU\fR make a basis for the unobservable
subspace.

The \fV(2,1)\fR block (made of last \fVnx-n\fR rows and \fVn\fR first 
columns) of \fVU'*A*U\fR is zero and and the \fVn\fR first columns 
of \fVC*U\fR are zero.
