Building sdr under AIX 4.1.x

o Either GNU's gcc or IBM's cc compilers can be used to compile the
  distribution. But cc with the -qarch=com option is needed to be able
  to generate code runnable across the various RS6K and PowerPC
  platforms.

o GNU's make is necessary to handle the distribution's Makefile.
