stringtie for Debian

Subdirectorie samtools was removed - Debian already has a compatible package.

The subdirectory gclib was removed from the source tree at first
and then reintroduced. The latest version of gclib (by the same
author) is incompatible with this release of stringtie and upstream
objects the idea of system-wide installations of hist GCLib
(https://github.com/gpertea/gffread/issues/26).
