When AppArmor is enabled, the access of files and directories in the
user's home directory is blocked (with some exceptions that are needed
for running the browser).
The reason is that browsers are usually used for accessing the Internet,
in which case the browser should never attempt to access the user's private
files. To reduce the impact of potential security problems, the AppArmor
profile prevents this access.

To whitelist some files/directories so that surf can read and/or write them,
please amend the override file for the surf AppArmor profile, which is
located at /etc/apparmor.d/local/usr.bin.surf.
For example to allow read access to all files in a home directory, add the
following line:

  @{HOME}/** r,

Then reload the profile with the command:
  # apparmor_parser -r /etc/apparmor.d/usr.bin.surf
