swatch for Debian

This packaging of swatch comes with two extra features that are not present
in swatch 3.0.3 proper, but are scheduled to be included with the next
release of swatch. If you are squeamish about using features that are not
absolutely guaranteed to be present in the next version (although I intend
to keep them as manual patches if upstream does not end up implementing
them), please avoid use of the "PERLCODE" and "threshold" directives. See
the man page under "DEBIAN ADDITIONS" for more details about these new
features.
