 Dear Stanislas,
Those files are considered “Public Domain”, so you won’t need any license and
there will be no copyrights issues. However, if you do use these files and
have the option to reference, please refer the SSD site. If you are using
specific files, e.g. DE440, please reference the corresponding published file,
 such as:
 https://iopscience.iop.org/article/10.3847/1538-3881/abd414/meta
 Best,
 RP

Hello, and thank you for making available ephemerides to the public. My
question is concerning the downloadable data files for ephemerides, both in
ASCII and binary format (and also, the related source code found at the same
place). Are those files considered "Public Domain", or do they have any
other license, or legal restrictions, copyrights, etc? Can you provide a
link, or document, detailing that subject precisely? I have not found
information even in the FAQ... Thanks for your attention, looking forward
    to your answer.
