Modifications outside the debian dir:

* Edited Makefile to adjust the includes/libs on top of the file to
  /usr/lib/tcl8.3 instead of /usr/lib (resp. for /usr/include).
  Also deleted /usr/local/* from the search path as this debian package
  should not use anything there.
