* Ted/makefile.in contained a reference to -lXmu because, apparently,
Red Hat's OpenMotif needs this. Since we're not RH, nor are we
building against OpenMotif, I removed this unused reference, which was
causing the buildds to choke (closes: #265125).

* Apparently, ted had been getting by with an indirect, implicit
build-depends on xlibs-dev. After the Great Xlibs Reorg, these
dependencies need to be made explicit (closes: #264571).
* Added a test to prevent ted-gtk from crashing when $LANG is not set.
This fixes the main complaint in #262444, but does not fully address
all the issues raised there (so I'm not actually closing it yet).
