N.B.:

TkCVS needs a graphical texteditor for editing/viewing files.  By
default,

    x-terminal-emulator -e sensible-editor

is used as the editor command.  You can change the editor and other
configuration options by editing /etc/tkcvs/tkcvs_def.tcl; see the
manual page for tkcvs for more information.

Also make sure that the CVSROOT variable is set for your users.
