tkworld for DEBIAN

I don't use this package much (I'm really a CLI user, even in X),
but think it will be good to have it in Debian and can be fun to
maintain. I only change the localisation of files, the libraries
being now in /usr/share/tkworld and the link being in 
/usr/X11R6/bin/tkworld (without uppercase).
