On using C as the otmc output language

Advantages

	Obviously, the existence of very many target implementations.

Disadvantages

	Pointer type arguments are always out args, but the compiler does
	not know.

	Some things are constant, but it is not possible to convince the
	compiler of this fact.  Examples: every isa (at least with one
	method), every dispatch table (including its contents), &c.
