Move vera-<ver>.tar.gz to vera_<ver>.orig.tar.gz

Copy vera.texi to vera.tmp

Run makeinfo --force --no-headers on vera.tmp, to vera.

Edit vera. to remove info menu, definition listings and index.

Extract History for ChangeLog and everything else except header for
README.  (Header is saved as vera. and is used in copyright file.)

Combine extracted files with intro data from previous version to make
ChangeLog, README, and Copyright files.
