Before Compiling VIC, you should have tcl/tk8.0p2 installed.

Compiling VIC using Visual Studio 5:-

- Rename makefile.vc to makefile.mak
- Open makefile.mak as a new workspace.  MSVC will then create a wrapper workspace around the makefile.
- Change paths in makefile if necessary.
- Compile!
