webcpp for Debian

This can be used a number of different ways:

  * As a command line tool to process source code.  You post the finished HTML.
  * As a CGI application.  You post the source code and pipe it through webcpp.
  * As a component in larger framework, e.g., webcpp can be used by the Horde
    framework to pretty print source code people receive via email.

The possibilities are endless.
