webdar for Debian

Documentation for webdar is at https://edrusb.github.io/webdar/ .

The default /usr/bin/webdar in the webdar package is compiled with a full suite
of options, including remote access with libcurl.

webdar can work entirely without dar being installed.  However, both programs
use /etc/darrc and, to avoid duplication, that file is only provided by the
dar package.  If you install dar, you will gain some useful examples you
can use for both programs.
