The Recommends line for xcftools list image viewers that
 1) can show PPM or PNG images
 2) ship with a /usr/lib/mime/packages/* file saying this.
There are a fair number of packages that satisfy (1) but not (2):
  comix, eog, gliv, graphicsmagick, gthumb, gtksee, gwenview,
  imageviewer, kuickshow, kview, pornview, ppmtofb, preview.app,
  showimg, xzgv

If the user wants to use one of these he can writen appropriate
entries into /etc/mailcap or ~/.mailcap himself.
This is one of the reasons why the image viewer is only recommended
rather than depended on. The major reason ins that when xcf2png or
xcf2pnm is used in a build process the builds should not have to
install an image viewer.
