Generic Windows URI Resolver.
<p>
The XML Digital Signature standard makes heavy use of URIs to identify information to be referenced and signed.<p>
This class implements the <a class="el" href="classXSECURIResolver.html">XSECURIResolver</a> for Windows32, re-using much of the Xerces code.<p>
