xpad compiles clean on GTK+ 2.3 and we do something smarter with
them.

Only style visible pads. Remove some toggle_lock toolbar code.
Update to use new preference paradigm. Remove #ifdefs for old
versions of GTK+. Fix a small memory leak with fontname strings
and creating a pad with info.
* src/pad.h: Don't include pref.h
* src/pref.c: Totally redesign style portions. Took out border
customization and window close button control. Use new
GtkColorButton and GtkFontButton. Fix some spacing per HIG.
* src/pref.h: Require a pad when opening preferences.
* src/properties.c: Totally redesign, using new GtkColorButton and
GtkFontButton. Set title to use pad's title.
* src/settings.c: Only apply style changes to visible pads. Change
default decorations preference to on.
